I. Quality Competitiveness Index of China’s Manufacturing Industry
In 2005, guided by the scientific concept of development, China has achieved remarkable results in the development of quality; the overall quality of manufacturing industry has improved steadily, the quality development capacity of industries and regions was continuing to improve. According to the calculation results of relevant data among 250 thousand of enterprises in 29 industries, such as telecommunication, machinery, petrochemical, textile, medicine, foodstuff, printing, and etc., the quality competitiveness index of national manufacturing industry was 78.98, which had achieved continuously and steadily increasing for seven years. National manufacturing competitiveness index has a significant statistical correlation with the Gross Domestic Product, value-added of the secondary industry among GDP, the total retail sales of consumer goods, exports and other national economic and social development indicators, the correlation coefficient of the exports values was as high as 91.0 percent. The steady improvement of the quality competitiveness has effectively support the development of the national economy and promoting China's foreign trade.
II. Quality Competitiveness Indices by Sector
According to the calculation to reflecting the quality competitiveness indices by industries which including industry quality, overall quality and development capacity, the data showed as follows:
There are seven sectors having strong quality competition; having certain advantages and potentials, quality competitiveness indices of industries stand in a higher level (score above 80), these sectors were: communications equipment, computer and other electronic equipment manufacturing was 83.72; general equipment industry was 83.48; Instrumentation and culture, office machinery manufacturing was 83.42; specialized equipment manufacturing was 82.80; smelting and rolling of ferrous metals industry was 82.59; non-ferrous metal smelting and processing industry was 82.03; electrical machinery and equipment manufacturing industry was 81.10.
Analysis of data calculations, the development of national manufacturing quality competitiveness in different industries was imbalanced significantly. The quality competitiveness index on the first place was 11.51 higher than the last one. Modern industries with more intensive on techniques and capitals, and comparatively higher on industry centralization, which had more remarkable superiority in quality competitiveness; while the traditional industries with that of the lower were in disadvantage.
III. Quality Competitiveness Index for Manufacturing by Region
According to the calculation to reflecting the quality competitiveness indices by regions which including industry quality, overall quality and development capacity, the data showed as follows:
In terms of different provinces, 11 provinces have stronger competition in quality and economic development, regional competitiveness index at the higher level of quality ( score above 80 ), they were: Jiangsu, Fujian, Shanghai, Guangdong, Beijing, Chongqing, Tianjin, Zhejiang, Liaoning, Shandong, Sichuan with respective index was 84.49, 84.39, 84.34, 83.82, 83.80,83.79, 83.76, 82.86, 82.80, 80.86, and 80.81.
In terms of different regions, quality competitiveness index of manufacturing in east, middle, and west regions was 82.87, 78.01 and 77.00 respectively. According to the data estimation of a four-year trial operation, the quality competitiveness index of manufacturing in east, middle, and west regions was an increase of 2.07, 2.46 and 2.92, 2.56, 3.26 and 3.94 percent respectively as compared with 2002.
From the above, the quality of competition in the development of manufacturing industries in different regions remains unbalanced. Jiangsu ranked first in the manufacturing index of the quality of competition leading Tibet 16.19. The quality competition of the eastern region was outstanding and continues to maintain the leading place; the regional quality manufacturing competitiveness index was 3.89 higher than the country's average level.
