Session 6: Globalisation
Session Leader – Arto Luhtio, Eurostat (Statistical Office of the European Communities)
Globalisation has been one of the recurrent themes in the Roundtable history and it was introduced again in the 17th Roundtable after a couple of years’ absence. It was included in the 18th Roundtable with the aim “It is necessary to get back the discussion on globalization issues and transnational Enterprise Group delineation”.
One important topic for the Globalisation session is already foreseen: Presentation and discussion on the progress of the MNE project. The MNE (Multinational enterprise) project started last year and the participating countries in the first phase are Canada (project leader), France, Italy, Netherlands and United Kingdom. Several international organisations support and follow the project.
There is also ongoing work to harmonise the recording and treatment of enterprise groups in the European Union. The state of art of this work will be summarized.
In addition to these ongoing works it is proposed to have country presentations on issues where some countries are more advanced and have experience which should be shared with others. Although both the MNE project and the EU work relate to “Consolidation of enterprise groups at international level”, other country experiences on that are welcomed. What are the experiences of using different sources, their cost effects, quality and the difficulties to combine them with the business register data?
Another area with growing interest is “Statistical outputs concerning enterprise groups”. The United States Bureau of Economic Analysis started to produce statistics on multinational US companies, including their foreign affiliates, already in the 1950s, but other countries have too rarely presented their work. The focus during the last few years in the EU and OECD has been to produce statistics on foreign affiliates, both inward and outward, but what statistics are needed and should be produced either at the global or at the truncated group level? Some economic and financial information is more relevant at enterprise group level than at enterprise level. Experiences on this would be very useful.
These are just two examples in evolving areas for presenting good practices or interesting experiences. If you have experiences in other areas related to globalisation, which you wish to present at the Roundtable, please propose them as well.
