Mr. Ma Jiantang Participated the 41st Session of the Statistical Commission of UN, Second ICP 2011 Executive Board Meeting, BRIC Statistical Commissioner's Conference, ESCAP Committee Bureau Meeting

The 41st Session of the Statistical Commission was held at United Nations Headquarters, New York from 23 to 26 February 2010. The Chinese Delegation headed by Mr. Ma Jiantang, Commissioner of NBS, participated the meeting. Mr. Ma stated his views related to the issues of Session, and extensively promoted both bilateral and multilateral cooperation on statistics.

In the 41st Session of the Statistical Commission, Mr. Ma Jiantang aired his important views and expounded China's position related to the issues of Session, which has been attached great importance. In discussing the topic of statistical quality assurance framework at national level, Mr. Ma pointed out that China supports the UN to formulate the general country quality assurance frame template, and hope to strengthen the training to improve the quality of statistical data for developing countries. In discussing the topic of agricultural statistics, Mr. Ma stressed that we should improve agricultural statistic ability and the level of modern agricultural statistics, strengthen the basic works of the agriculture, and perfect the agricultural statistic network. In discussing the topic of national accounts, Mr. Ma pointed out that China will provide the supports in 2008 Chinese Version SNA and its training materials, also hope the UN and other International Organizations will further increase the training dynamics in order to enable more countries to realize smoothly transition to the 2008 SNA. In discussing the topic of environmental statistics development framework, Mr. Ma introduced the establishment and improvement in monitoring and evaluation system of energy saving and emission reduction statistics, also pointed out that opinions of the countries should be fully solicited when revising the framework, take into account the actual situation of developing countries, actively and steadily make changes, China will participate in formulation on core of data sets. In discussing the topic of environmental accounting, Mr. Ma stressed that in the study of environmental accounting issues relating to climate change, we must pay attention with the convergence and coordination of "United Nations Framework Convention on Climate Change", China would continue to participate in the environmental - economic accounting system modification, and sharing of water accounting experiences. In discussing the topic of World Statistics Day, Mr. Ma supported the October 20, 2010 as the World Statistics Day. The Session finally adopted the resolution on "World Statistics Day", decided to October 20, 2010 as the first "World Statistics Day."

In the Second ICP 2011 Executive Board Meeting, Mr. Ma Jiantang pointed out that since the first meeting of the Executive Board, China has also launched program design, pilot survey, funding budget requests and so on. Mr. Ma suggested that we should to speed up the progress of project preparation, especially as soon as possible start the preparation work at the national level; the WB and regional coordinating bodies should write formal letter to centralized national government agencies, urged Governments to begin project implementation, easy to implement project budget for countries, especially for developing countries; develop and implement training programs as soon as possible, increase training for staff from developing countries; pay more attention to the importance and sensitivity of ICP, use the ICP's findings with caution.


Mr. Ma Jiantang attended BRIC Statistical Commissioner’s Conference

At the BRIC Statistical Commissioner’s Conference on February 22, Mr. Ma Jiantang explored co-published statistical materials and future cooperation with the Commissioners of Bureau of Statistics from Brazil, Russia and India. The meeting decided that, the four countries will jointly compiled annual statistical publications from 2010 onwards, and continues to strengthen mutual cooperation and exchanges with Commissioner’s meeting and technical meeting format.

In the 2nd ESCAP Committee Bureau Meeting, Mr. Ma Jiantang pointed out that the ESCAP countries should base on the specific situation of the statistical work to formulate a long-term development plan, vigorously strengthen the region's statistical capacity building, and improve statistical work. In his points of view, Asian and Pacific Statistician Congress should be established through consultation based on region’s existing various statistical coordination mechanisms and effectiveness to be sorted out and evaluated.

Mr. Ma Jiantang participated in a number of bilateral and multilateral exchange activities extensively during the meeting. He exchanged views deeply on developing cooperation, especially in establishment of the international statistics training center between NBS and DESA with Mr. Sha Zukang, Under-Secretary-General, DESA of UN; exchanged points of views with Ms. Insill Yi, Commissioner of NSO of South Korea; Mr. Jean-Philippe Cotis, Director General of INSEE of France; Ms. Jil Matheson, the National Statistician of ONS of UK; Mr. Sonomtseren Mendsaikhan, Chairman of NSO of Mongolia; Mr. G. Bruinooge, Deputy Director-General of CBS of Netherlands; Mr. Paul Cheung, Director of UNSD; Ms. Martine Durand, Chief Statistician of OECD; and Ms. Chultemjamts Davaasuren, Director of SIAP.
