Brief Introduction

 

I. Main Contents

Data in this chapter present the development of transport, post, telecommunications, software industry, as well as informatization and e-commerce of enterprises in China.

Data on transport cover mainly the length of the routes of five means of transportation, the possession of transport equipment, the condition of technological quality, freight traffic and passenger traffic accomplished by various means of transportation, the length of quay lines, number of berths and cargo handled in the ports.

Data on post, telecommunications and software industry cover mainly the situation of post and telecommunication offices and postal routes; main telecommunication capacity; business volume of postal and telecommunication services achieved; the level of development of postal and telecommunication services, and the main economic indicators of software and IT service industry.

Data on informatization and e-commerce of enterprises cover mainly the situation of informatization and e-commerce of enterprises in business production and operation.

II. Scope of Statistics

1. Data on railway transportation: including the operation and management of the national, local and joint-venture railways but not including railways for military purpose, lines built by industrial and mining enterprises and special railways not for commercial use. Data on the operation and management of the national railways and joint-venture railways come from local railway bureaus and transport enterprises subordinate to them. Data on the operation and management of local railways come from the provincial administrative departments managing the local railways.

2. Data on highways, waterways and ports: (1) The length of highways and waterways refer to the length open to traffic or navigation at the end of the year, but not including the highways and waterways under construction or not officially in operation. (2) Data on the possession of civil motor vehicles and the number of drivers are provided by offices of vehicle management under the provincial departments of traffic management, and they do not include vehicles for military use. (3) Data on possession of highway vehicles for business are provided by the offices of vehicle management under provincial departments of traffic management, and they are part of the civil motor vehicles. (4) Data on possession of ships are provided by the offices of navigation or ports management under provincial departments of communications, and they do not include ships for non-transport purpose, ships for agriculture and fishery. (5) Data on passenger and freight traffic by highways and waterways are collected and prepared by the Ministry of Transport. (6) Data on highway and waterway transport are collected through both comprehensive reporting system and non-comprehensive reporting system. They cover passenger and freight transport undertaken by all vehicles and vessels registered at the provincial departments of transport. (7) Data on ports cover all operators with port business permits.

3. Data on pipeline transport: The data on pipeline transport cover the volume transported of petroleum (crude oil) pipelines, petroleum products pipelines, natural gas pipelines and other gas pipelines. Data sources of the pipeline transport statistics are mainly from enterprises engaged in the pipeline transport subordinate to the China National Petroleum Corporation, Sinopec Group£¬China National Offshore Oil Corporation and China Oil & Gas Pipeline Network Corporation. The four corporations collect and examine the statistical data submitted to them from their subordinate units respectively.

4. Data on civil aviation transport: The respondents of statistical collection are enterprises registered for engagement in civil aviation transport flights and flights for general purposes and general aviation airports with scheduled flights. Excluded are foreign companies which operate flights within Chinese territory. The scope of statistics include number of routes, mileage flown, transport volume, composition of the fleets, operational situation of the airlines£¬performance of general purpose flights.

5. Data on post, telecommunications and software industry: Data in this category cover postal enterprises and express delivery companies that obtained express business permits, the three major telecommunication enterprises: China Telecom, China Mobile and China Unicom (not including services provided through dedicated networks).Statistical scope of Software and IT service industry: (1) Enterprises mainly engaged in software and information technology services, with an annual revenue of over 20 million yuan in their main business, and software business revenue (including but not limited to embedded system software) accounting for no less than 30% of the enterprise's main business revenue, and possessing independent legal personality; (2) Enterprises mainly engaged in integrated circuit design or independent legal entities with integrated circuit design revenue accounting for over 60% of their main business revenue and annual main business revenue of over 5 million yuan; (3) An independent legal entity mainly engaged in basic software, industrial software, information security, industrial internet platform services or data services, with an annual revenue of over 5 million yuan in its main business. By types of business, the business volume of post and telecommunications is divided into postal services and telecommunication services.

6. Data on informatization and e-commerce of enterprises: Data in this category include industrial enterprises above designated size, construction enterprises with qualification certificates, enterprises of wholesale and retail trades above designated size, enterprises of hotel and catering services above designated size, corporate units with development activities in real estate development and corporate units above designated size in service industries.

III. Sources of Data

Data in this chapter are processed and compiled by the Department of Service Statistics, NBS. Data on transportation are from Ministry of Transport, Civil Aviation Administration of China, National Railway Administration, China State Railway Group Co., Ltd., China National Petroleum Corporation, Sinopec Group, China National Offshore Oil Corporation, China Oil & Gas Pipeline Network Corporation, offices of vehicle management of the provincial departments of vehicle administration, which are subordinate to the Traffic Management Bureau, Ministry of Public Security. Data on post, telecommunication and software come from the Ministry of Industry and Information, China Post, and CNNIC separately. Data on informatization and e-commerce of enterprises are processed and compiled by the Department of Service Statistics, NBS from the survey data based on the Integrated Statistical Questionnaires for Enterprises.
