Brief Introduction
I. Main Contents
Statistics in this chapter describe activities on the construction and purchase of fixed assets of the whole country during a given period of time, and reflect the size, growth, structure, ratio, financing and results of the investment in fixed assets during the reference period.
II. Scope of Statistics
Statistics on the investment in fixed assets cover investments in capital construction projects in urban and rural areas, investments in real estate development, and rural household investment.
III. Sources of Data
Data on trans-provincial projects are provided by various departments under the State Council. Data on investments in fixed assets by individuals in rural areas are provided by the Department of Rural Social and Economic Survey of the NBS through its rural social and economic survey. Other data on investments in fixed assets are from surveys conducted by the Department of Investment and Construction Statistics of the NBS.
IV. Methodology of Data Collection
All data on investments in fixed assets are collected by the system of reporting form with complete enumeration, except data on individual investments in fixed assets in rural areas, which are collected through sample surveys.
V. Changes in Statistical Scope
Since 1997, the cut-off point of projects covered by statistics of investment in fixed assets are raised from an investment of 50,000 yuan to 500,000 yuan, except investment in real estate development, farm household investment, non-farm household investment and private investment in housing construction in urban areas and industrial and mining areas. For the convenience of comparison, relevant data of 1996 are adjusted accordingly, and figures compiled on the basis of the old standard are enclosed in brackets.
Since 2006, statistics on investments in fixed assets of rural non-farm households are changed to project-based. Survey method is changed from sample survey to the system of reporting form with complete enumeration. The cut-off point has been raised to 500,000 yuan.
Since 2006, statistics on private investment in housing construction in urban areas and industrial and mining areas have become project-based. The cut-off point has been raised to 500,000 yuan.
Since 2011, the cut-off size of fixed assets investment projected rose from a total planned investment above 500 thousand yuan to 5 million yuan. Relevant data in 2010 are adjusted for the purpose of comparison, data in parenthesis are those of original statistical scope.
