                customer accounts which are provided with e-mail addresses only.  
            Broadband means the capacity to transmit data at the rate of 1.5Mbps or above using family of Digital Subscriber Line (xDSL), Local   
                Multipoint Distribution Services (LMDS), Fibre-to-the-Building (FTTB), cable modem or other technologies.   
            Not including customer access via leased circuits and broadband services.
