a) In 1981, the debt incurred excluded an amount of 4.866 billion yuan of Treasury bill issued in the year which made up the deficits in 1980 and 1981, and was not included in the 1981 government budget.

b) The government bonds for supporting key construction projects totaling 5.4 billion yuan issued in 1984 and would be repaid by the government finance were not included in the debts of 1987. The indexed government bonds totaling 12.5 billion yuan issued in 1987 were not included in the debt of 1989.

c) Other domestic debts in 1951 referred to loan from bank, and in the years after 1988 referred to special government financial debts and special national debts, etc.

d) In 1995, the payment for debts did not include an amount of 460 million yuan used for the repayment for the capital and interest, which was carried down to be the debts of the next year.
