Communiqué on the Achievements of Energy Conservation Targets by Region in “11th Five-year Plan” Period

During “11th Five-year Plan” period, the governments of all regions and all departments, under the arrangement of the Central Party Committee and the State Council, taking energy conservation as the important way on the adjustment of economic structure and transition of development pattern, achieved significant progress on energy consumption per unit of GDP with a decrease of 19.1%, and finished the constraint target prescribed in “11th Five-year Plan” Program. For five years, China sustained national economy with an average annual growth rate of 11.2% based on the energy consumption with average annual growth rate 6.6%, the elasticity of energy consumption was lowered from 1.04 in “10th Five-year Plan” to 0.59.

All regions had finished energy saving targets in “11th Five-year Plan” period, expect Xinjiang for additional examination, of which, 28 regions over-fulfilled the targets, the first 10 regions are: Beijing (over-fulfilled 32.95%, same as follow, Tianjin (5%), Shanxi (3%), Inner Mongolia (2.82%), Heilongjiang (3.95%),Fujian(2.81%),Hubei(8.35%), Guangdong(2.63%), Chongqing(4.75%), Yunnan(2.41%), of which Beijing, Hubei and Tianjin respectively exceeded 6.59, 1.67 and 1.0 percentage points.
