Communiqué on Major Data of the Second National Economic Census (No. 2)

This communiqué contains data on the secondary industry as a result of the Second National Economic Census of China. 

 

I. Industry

 

1. Number of Enterprises and Employees

 

By the end of 2008, there were 1.903 million industrial enterprises hiring 117.383 million employeesup by 31.2 and 21.7 percent respectively as compared with those at the end of 2004. 2.274 million individual and household enterprises with operation license employed 14.027 million workers. The number of individual and household enterprises and employees increased by 4.6 and 3.8 percent over the end of 2004 respectively.

 

Of the industrial enterprises 28,000 are state-owned and state sole funded enterprises, or 1.5 percent of the total. 66,000 are collective-owned enterprises, or 3.4 percent. 1,457,000 are private enterprises, or 76.6 percent. 57,000 are enterprises with investment from Hong Kong, Macao and Taiwan, or 3.0 percent. 65,000 are foreign-funded enterprises, or 3.4 percent, and 231,000 are enterprises of other types of ownership, or 12.1 percent. 

 

Of the total employees in industrial enterprises, 9.2 percent were employed by state-owned and state sole funded enterprises, 2.9 percent by collective-owned enterprises44.4 percent by private enterprises,10.7 percent by enterprises with investment from Hong Kong, Macao and Taiwan ,11.7 percent by foreign-funded enterprises, and 21.1 percent by enterprises of other types of ownership (see table 1).

Of the industrial enterprises, 94,000 are engaged in mining and quarrying, 1.753 million in manufacturing, and 56,000 in production and supply of electricity, gas and water, accounting for 5.0 percent, 92.1 percent and 2.9 percent of the total respectively.

 

Of the employment in industrial enterprises, 8.3 percent of employees work in mining and quarrying, 88.3 percent in manufacturing, and 3.4 percent in production and supply of electricity, gas and water. The three top-ranking industries in the number of employees are: manufacture of non-metallic minerals, manufacture of textiles, and manufacture of general equipment, hiring 7.9 percent, 6.9percent and 6.1 percent of the total employees(see table 2).

3. Assets, liabilities and equity

 

By the end of 2008the assets of industrial enterprises totaled 47,304.83 billion yuan, the liabilities 26,891.92 billion yuan and the equity1 20,407.63 billion yuan, which increased by 96.5 percent, 96.6 percent and 96.4 percent over the 2004 respectively. (see table 4)

 

Asset-liability ratio is 50.0 percent for industrial enterprises in mining56.6 percent for manufacturing, and 62.2 percent for production and supply of electricity, gas and water.

4. Business Revenue and Gross Profits from Principal Activity

 

In 2008, business revenue from principal activity of all industrial enterprises totaled 53,562.94 billion yuan, up by 145.2 percent over the year of 2004. Of which, mining accounts for 6.9 percentmanufacturing 86.8 percent, and production and supply of electricity, gas and water 6.3 percent. There are eighteen industrial sectors with business revenue from principal activity of 1 trillion yuan or more, eleven more than 2004.

 

Gross profits from industrial enterprises totaled 3,385.43 billion yuan, up by 159.1 percent over the year of 2004.Of which, mining accounts for 25.5 percent, manufacturing 72.3 percent, and production and supply of electricity, gas and water 2.2 percent. Gross profits exceed 50 billion yuan in twenty-three industrial sectors, fourteen more than 2004. (see table 5).

In 2008, the top five provinces in the proportion of their business revenue to the total are: Jiangsu with 13.2 percent, Guangdong with 12.5 percent, Shandong with 12.2 percent, Zhejiang with 8.2 percent and Henan with 5.3 percent. Provinces that saw their gross industrial profits surpass 100 billion yuan include: Jiangsu, Guangdong, Henna, Zhejiang, Heilongjiang, Hebei, Shanxi, Hubei and Fujian.

 

5. Science and Technology Activities of Enterprises

 

By the end of 200848,637 industrial enterprises above designated size2carried out science and technology activities3, or 11.6 percent of the total. 27,278, or 6.5 percent of the total, conducted Research and Development (R&D) activities. Of the large and medium-sized enterprises, 37.1 percent carried out science and technology activities and 24.9 percent conducted Research and Development activities.

 

By the end of 2008for industrial enterprises above designated size, a total of 3,092 thousand people were engaged in scientific and technological activities, up by 68.2 percent than the end of 2004. 594.17 billion yuan was invested in science and technology activities, up by 147.4 percent than the end of 2004.

 

Of the investment in science and technology activities, funds earmarked for research and development (R&D), which represents the independent innovation capacity of enterprises, grew rapidly. It reached 307.31 billion yuan in 2008, up by 178.2 percent than 2004. The investment intensity4 of 0.61 percent in 2008 was higher than that of 2004, 0.56 percent. Large and medium-sized enterprises invested 268.13 billion yuan in R&D with an investment intensity of 0.84 percent, which was higher than the rate of 2004, 0.71 percent. See table 6 for investment in R&D by industrial enterprises above designated size by sector.


There were eight provinces that invested over 10 billion yuan in R&D are: Jiangsu, Guangdong, Shandong, Zhejiang, Shanghai, Liaoning, Tianjin and Beijing.

In 2008, Industrial enterprises above designated size achieved an output value of 5852.27 billion yuan for new products5, or 11.3 percent of the total output value of industrial enterprises above designated size. About 173,573 applications for patents were filed, of which 59,254 were invention patents, accounting for 34.1 percent of the total 2.4 percent higher than the rate of 2004.

 

II. Construction

 

1. Number of Enterprises and Employees

 

By the end of 2008, there were 227,000 enterprises in construction hiring 39.011 million employees and 264,000 individual and household enterprises with operation license engaging 1.999 million employees in the sector.

 

Of the construction enterprises, 9,000 are state-owned and state sole funded enterprises, accounting for 3.8 percent, 10,000 are collective-owned enterprises, or 4.5 percent, 153,000 are private enterprises, or 67.6 percent, 1000 are enterprises with funds from Hong Kong, Macao and Taiwan, or 0.4 percent, 1000 are foreign-funded enterprises, or 0.4 percent and 53,000 are enterprises of other types of ownership, or 23.4 percent.

 

Of the employment in construction enterprises 12.7 percent work in state-owned and state sole funded enterprises, 6.7 percent in collective-owned enterprises, 37.0 percent in private enterprises, 34.6 percent in other limited liability enterprises, 9.1 percent in others (see table7).

Of the construction enterprises, 41.0 percent are engaged in dwelling and civil engineering construction, 19.3 percent in construction installation, 29.2 percent in decoration and 10.4 percent in other construction activities.

 

Of the employment in construction enterprises, 83.0 percent work in dwelling and civil engineering construction, 8.3 percent in construction installation, 4.8 percent in decoration and 3.9 percent in other construction activities (see table 8).

2. Total Output Value of Constructio

The total output value of construction enterprises was 6,884.17 billion yuan in 2008. Of this total, output value of accredited enterprises6 reached 6,278.53 billion yuan and non-accredited enterprises came to 605.64 billion yuan.

Of the total construction output value of construction enterprises, dwelling and civil engineering accounted for 83.7 percent, construction installation 9.2 percent, construction decoration 4.6 percent and other construction activities 2.4 percent (see table 9).

3. Floor Space and Value of Completed Construction Projects

 

The total floor space of work-in-progress construction projects in operation by general and special contractors7 was 5,305.1863 million square meters in 2008. The total floor space of completed projects was 2,235.916 million square meters with a value of 2,172.25 billion yuan. Of which, floor space of completed projects for residential building was 1,338.807 million square meters with a value of 1,252.08 billion yuan. See table 10 for details on the completion of buildings by purpose of use.

4. Assets, Liabilities and Equity

 

By the end of 2008, construction enterprises of general and special contractor reported a total of 5,171.19 billion yuan worth of assets and 3,403.50 billion yuan worth of liabilities, their total equity was 1,767.69 billion yuan, representing an asset-liability ratio of 65.8 percent (see table 11).

5. Business Revenue and Gross Profits from Construction Project Settlement

In 2008, business revenue from project settlement of general and special contractor was 5,971.79 billion yuan, of which, dwelling and civil engineering projects accounted for 86.3 percent, construction installation 8.5 percentdecoration 3.6 percent, and other construction activities 1.6 percent. The gross profits amounted to 220.18 billion yuanof which, dwelling and civil engineering projects accounted for 81.6 percent, construction installation 12.3 percentdecoration 3.9 percent, and other construction activities 2.2 percent (see table 12).

1 Equity: refers to proprietors’ economic interest in corporate assets. It equals the residual value of total assets less total liabilities. It includes called up capital (share capital), capital accumulation fund, surplus fund and undistributed profits.

 

2Industrial enterprises above designated size: refer to all industrial corporations with annual business revenue from principal activity of five million yuan and above.

 

3Enterprises carrying out science and technology activities: refer to enterprises that systematically carry out science and technology activities with corresponding budget and expenditures.

 

4Investment intensity: refer to the ratio of R&D expenditure to business revenue from principal activity.

 

5New products: refer to both brand new products that are developed and manufactured by adopting new technology or concept, and products with noticeably enhanced performance or functions through significant improvement in certain aspect of old products such as their structure, material or process. Include in this category are both new products that are accredited by a relevant government department and fall in the period of validity, and new products that are yet to be accredited by a relevant government department, are developed independently by enterprises and put into production within a year.

 

6Accredited construction enterprises: refer to enterprises accredited with Certificate of Qualification for Construction Enterprises in line with the Ministry of Construction’s Regulation on Administration of Qualification for Construction Enterprises (Decree No. 87, issued in 2001 by the Ministry of Construction) and Grading Standard for Construction Enterprises (Ministry of Construction [2001] 82). Non-accredited enterprises are those not accredited with the Certificate of Qualification but conduct, in practice, construction activities.

 

7General and special contractors: general contractors refer to construction enterprises that have the qualification for signing of general contract of construction projects and are entitled to implement the whole project under the general contract or the principal part of the project.  Special contractors refer to construction enterprises that have the qualification for signing of special contract and are entitled to implement special projects subcontracted by a general contractor, or awarded by investors according to certain rules. Non-accredited construction enterprises or individual enterprises are not included.
