Notes:

1. Calculation Formula

Energy Consumption per Unit of GDP=Total Energy Consumption/GDP

Increase or Decrease Rate of Energy Consumption per Unit of GDP (%) =(Total Energy Consumption in 2007/GDP of 2007) / (Total Energy Consumption in 2006 / GDP of 2006) 1}×100%

Electricity Consumption per Unit of GDP=Total Electricity Consumption / GDP

Increase or Decrease Rate of Electricity Consumption per Unit of GDP (%) =(Electricity Consumption per Unit of GDP in 2007/ GDP of 2007) / ( Electricity Consumption per Unit of GDP in 2006/ GDP of 2006) 1}×100%

Energy Consumption per Unit of Industrial Value-Added = Total Energy Consumption / Industrial Value-Added

Increase or Decrease Rate of Energy Consumption per Unit of Industrial Value-Added (%) = (Growth Rate of Energy Consumption of Industry in 2007 / Growth Rate of Energy Consumption per Unit of Industrial Value-Added in 20071)×100%

2. The data need to keep four decimals in two years, as calculating increase or decrease rate of energy consumption for unit GDP.

3. The scope of the energy consumption per unit of industrial value-added is the main business income of industrial and corporate enterprises stood at five million yuan and above.

4. The figure of GDP and value-added industry are calculated according the price of 2005.

5. According to the revised GDP results after the Census of Agriculture, The national energy consumption per unit of GDP in 2005 and 2006 stood at 1.226 tons of standard coal / million and 1.204 tons of standard coal / million respectively, 1.79 percent declined in 2006 than 2005. The national energy consumption per unit of GDP in 2007 accounted to 1.160 tons of standard coal / million, down by 3.66 percent than 2006.

6. The data of Tibet Autonomous Region are absent temporarily.

7. This communiqué is not including Hong Kong SAR, Macao SAR and Taiwan Province.
