Statistical Communiqué on Labor and Social Security Undertakings in 2005

Under the correct leadership of CPC Central Committee and State Council, the cause of labor and social security achieved remarkable results in 2005: The goals and tasks of employment and reemployment work have been fully completed, improving the urban social security system work smoothly, the overall harmonious labor relations, labor and social security and legal system increased, and the labor security infrastructure take new strides.

I. Labor and Employment

National employment reached 758.25 million persons at the end of 2005, raised 6.25 million persons as compares with previous year. Of which, the employment of the primary industry totaled 339.70 million persons, accounted for 44.8 percent of national employment; that of employment of the secondary industry standing at 180.84 million persons, occupied 23.8 percent; that of employment of the tertiary industry amounted to 237.71 million persons, occupied 31.4 percent. The urban employment stood at 273.31 million persons at the end of 2005, jumping 8.55 million persons as compared with previous year. Of which, the employment on guard valued at 114.04 million persons, climbing 3.05 million persons as compared with that in the same period of previous year. The employees on guard of urban area accounting for 108.5 million persons, an increase of 2.74 million persons over the previous year.

The new employment valued at 9.70 million for urban people, 5.10 million laid-off and unemployed workers had found new jobs, which helped "4050" difficulties persons to reemployment stood at 1.30 million. The urban registered unemployed persons totaled 8.39 million, and registered urban unemployment rate was 4.2 percent.

The laid-off workers standing at 0.61 million in state-owned enterprises (including state-owned joint venture, state-owned exclusive investment companies), decreased 0.92 million persons as compared with previous year, laid-off workers in the Re-Employment Centers received basic living expenses in full and paying social insurance by the center on schedule.

A total of 116 cities issued by the occupational supply and demand analysis quarterly reports. There were 35,747 various types of employment agencies in China, an increase of 1,857 over the previous year, of which, 24,167 were public employment agencies. Public employment agencies for the successful introduction reached 15.38 million persons, 15.1 percent higher than the previous year.

A total of 2,855 technology schools in 2005, with 2.75 million students, an increase of 0.41 million over the previous year. Training for social workers throughout the school stood at 2.73 million, 3.0 percent higher than the previous year. Amount to 3,289 employment training centers in 2005, 20,341 training institutions ran by the local people, a total annual training amount to16.25 million persons, and 9.2 percent higher than the previous year. A total of 6.1 million unemployed and laid-off workers attended reemployment training; and 0.51 million persons participated in entrepreneurial training.

There were 7,567 vocational skills certification agencies in 2005, and the vocational skills certification of appraisers standing at 164 thousand. A total of 10 million persons took part in vocational skills certification and increased 13.6 percent; 8.31 million persons have obtained different levels of vocational qualification certificates, a rise of 12.9 percent than the previous year. Of which, 228 thousand persons obtained technician, senior technician vocational qualifications.

A total of 413 oversea employment agencies in China, through those agencies in Hong Kong, Macao and foreign countries were still a total of 76 thousand persons in employment, of which, 42 thousand persons went abroad in 2005.

II. Social Insurance

1. Pension insurance

There were 50.88 million retirees at the end of 2005, a rise of 4.13 million persons over the 2004. Among them, retired people hit 1.26 million, and decreased 60 thousand as compared with 2004; retirees reached 49.62 million, an increase of 4.19 million over 2004.

The number of basic pension insurance for 174.87 million persons at the end of 2005, an increase of 11.34 million persons over the previous year. Of these, paid workers totaled 131.2 million; insurance retirees amounted to 43.67 million, an increase of 8.7 million, and 2.64 million over previous year. At the number of enterprises participating in the basic pension insurance stood at 157.16 million persons, an increase of 10.37 million over the previous year.

Full basic pension are paid on time to the enterprise retirees. Totally there were 26.55 million enterprise retirees brought into the community management at the end of 2005, accounting for 68.3 percent of total enterprise retirees, increasing 9.4 percentage points over the previous year.

The basic pension insurance fund income in urban area arrived at 509.3 billion yuan in 2005, 19.6 percent higher than the previous year, of which, income tax collection amounted to 431.2 billion yuan, expanding 20.3 percent. The pension insurance fund at all levels of financial subsidies basic valued at 65.1 billion yuan; of which, central finance totaled 54.4 billion yuan, that of local governments totaled 10.7 billion yuan. General fund expenditures was 404.0 billion yuan, a year-on-year increase of 15.4 percent. The accumulated basic pension insurance fund balance valued at 404.1 billion yuan.

The basic pension insurance fund income in rural area standing at 54.42 million, an increase of 0.64 million over the previous year, a total of 3.02 million farmers received pensions, a year-on-year increase of 0.97 million persons. The paid pension insurance reached 2.1 billion yuan. The accumulated basic pension insurance fund balance in rural area valued at 31.0 billion yuan.

2. Unemployment insurance

The unemployment insurance totaled 106.48 million at the end of 2005, an increase of 640 thousand persons over the previous year. A total of 36.2 million persons were receiving the unemployment insurance, a decline of 570 thousand persons, year-on-year.

The unemployment insurance fund income totaled 33.3 billion yuan, 13.8 percent higher than the previous year, the annual fund expenditures stood at 20.7 billion yuan, representing a decrease of 3.0 percent. The accumulated unemployment insurance fund balance hit 51.1 billion yuan.

3. Medical insurance

There were 137.83 million people participated the basic medical insurance, an increase of 13.79 million persons over the previous year. Of which, employees arriving at 100.22 million, retirees arriving at 37.61 million, an increase of 9.77 million and 4.02 million over the previous year respectively.

The basic medical insurance fund income stood at 140.5 billion yuan and 107.9 billion yuan of expenditures, climbing 23.2 percent and 25.2 percent respectively over the previous year. Of which, co-ordinate fund income reached 82.0 billion yuan and spending 61.5 billion yuan, jumping 24.0 percent and 25.0 percent respectively over the previous year. The accumulative basic medical insurance fund balance arrived at 127.8 billion yuan, of which, coordinated fund balance amounted to 75.0 billion yuan, and accumulative personal accounts value at 52.8 billion yuan.

4. Injury insurance

Totally 84.78 million persons insured the work injury insurance, an increase of 16.33 million over the previous year. The annual number of injuries insurance has benefited for 650 thousand persons, an increase of 130 thousand persons over the previous year.

Annual income of injury insurance fund stood at 9.3 billion yuan, and expenditure stood at 4.8 billion yuan, a year-on-year increase of 58.7 percent and 42.7 percent respectively over the previous year. Injured insurance fund balance accumulated 16.4 billion yuan.

5. Procreation insurance

Totaled 54.08 million persons insured procreation insurance, an increase of 10.24 million persons over the previous year. A total of 620 thousand persons earned the benefits, an increase of 16 million persons over the previous year. 

Annual income of procreation insurance fund standing at 4.4 billion yuan and expenditure totaled 2.7 billion yuan, surging 37.5 percent and 42.1 percent respectively over the previous year. Procreation insurance fund balance accumulated 7.2 billion yuan.

6. Social Insurance Fund Intendance

By the end of the year, a total of 27 Provinces Social Security Intendance Committee established at the provincial level, and gradually strengthening fund surveillance, management of the fund to further regulate. Promotion of enterprise management market of annuity fund approved a total of 37 bodies’ pension fund management business qualifications of 29 organizations.

7. Improving the urban social security system pilot

By the end of the year, Jilin and Heilongjiang Provinces had respectively reached 1.3 million and 1.83 million persons that have achieved the basic livelihood guarantee for laid-off workers of state-owned enterprises into the unemployment insurance payments, and have to do the basic pension insurance personal accounts at 2.75 billion yuan and 3.24 billion yuan respectively. Liaoning Province has to do basic pension insurance personal accounts stood at 20.6 billion yuan.

III. Labor relations

The labor and social security department has audited 88 shutdown and bankruptcy resettlement programmes of Central and Central devolutionary enterprises and employees, involving 390 thousand employees. A total of 71 central enterprises replied annual audit separating the main bodies for restructuring programme, involving 4190 households’ supplementary industry enterprises, streaming resettlement employees valued at 660 thousand persons.

The cities above prefecture levels have established national coordinating labor relations as tripartite mechanism, which has been established at the national tripartite coordination organizations over 6,600.

Levels of the labor dispute arbitration committee accepted and heard 314 thousands pieces of labor dispute cases, 20.5 percent higher than the previous year, involving 740 thousands employees, and 92.3 percent of resolving cases. Of these, 19 thousands cases of collective labor disputes, which involving 410 thousands employees.

IV. Wage distribution

The annual average wage of employees in urban units reached 18,364 yuan, 14.6 percent higher than the previous year, after deducting the price factor in the actual growth of 12.8 percent. State-owned units in the average annual wage for employees were 19,313 yuan, 11,283 yuan for the urban collective units and other units for 18,244 yuan.

By the end of the year, a total of 19 provinces, autonomous regions and municipalities established wage payment security system, 16 provinces, autonomous regions and municipalities directly under the surveillance system wage payment, 127 cities issued wage guide for the labor market, 34 percent of enterprises established collective wage consultation system.

V. Labor security law and supervision

The labor security supervision agencies hit 3,201 at the end of 2005; a rate of labor security supervision organs was 94.8 percent. Labor and social security departments at all levels with labor support amounted to 20,000 full-time ombudsmen.

Nationally focused on organizing farmers towage payment, cleaning up the labor market and implementing the "Prohibition of Using Children Labor Provisions", and other special inspection activities, the annual initiative inspection of the employing units totaled 1.19 million households, total annual inspection on employment units stood at 960 thousand households, consulted masses complaints accounting for 250 thousand pieces, and all kinds of labor and social security law violation cases amounted to 380 thousand pieces. Through labor security supervision of law enforcement to charged employers reissued 5.8 billion yuan to labor wages for totally 8.42 million employees, supervised and urge employers repaid 4.4 billion yuan for social insurance premium which totaled 160 thousand employers, supervision and urge 110 thousand employers transacted social insurance registration and declarations, banned illegal occupation intermediaries valued at 10,408 households, charged employers reimbursed for risk mortgage payments accounting for 100 million yuan to the employees.

VI. “JinBao Project” and community platform construction

"JinBao Project” construction gained progresses with the basic completion of the national system design and planning standards, 31 provinces, autonomous regions and municipalities and Xinjiang Production and Construction Corps were achieved with the Ministry of Labor and Social Security Networking, 11 provinces, autonomous regions and municipalities realized with all regulated cities networking, 67 percent cities above county levels achieved provincial data center networking, city-area network coverage up to 63 percent of the managing agency. Totally 31 provinces, autonomous regions and municipalities uploaded monitoring data of pension insurance to the Ministry of Labor and Social Security, the upload of unemployment insurance and unemployment registration monitoring data was into the implementation phase. There are more than 80 cities above the county levels opened labor security services telephone number “12333”.

Totally 6784 labor security agencies have been established on the streets, accounting for 99.3 percent of the total, the street labor support staff achieved 26,000 persons. Labor and social security working platforms have established 63,063, accounting for 94.8 percent of the total communities; the community labor support staff employed arrived at 109,000 persons. The established labor security agencies in the counties stood at 27,001, accounting for 77.5 percent of the total townships, and labor support staff valued at 64,000.
