Mr. Ma Jiantang Met with the Information Technology Delegation to Visit China of Rosstat
On the morning of December 16, Mr. Ma Jiantang, Commissioner of National Bureau of Statistics of China (NBS), met with the Information Technology Delegation to visit China, which was led by Mr. Vyacheslav Zabelin, Deputy Head of the Federal State Statistics Service of the Russian Federation (Rosstat). The two sides had a friendly conversation.
At the meeting, Mr. Ma said that since the NBS and the Rosstat signed a Sino-Russian statistical cooperation agreement in 2005, the two sides had kept close exchanges, and during the BRICS Meeting and the United Nations Statistical Conference, jointly explored the development of statistics as well as cooperation and exchange issues of these two sides.
Mr. Ma pointed out that the NBS and the Rosstat present exchanging views on topics of the use of modern information technology in statistics was suitable to the current situation. As “Currency is naturally gold” in Marxist political economics, statistics and information technology was a natural community, since statistical work included data collection, processing and dissemination, and information technology was a means of data collection. In recent years, the NBS had made tentative research on information technology and big data, and the Rosstat also had innovation and attempt on information technology, so the two sides could take the opportunity to exchange their experiences.
Mr. Vyacheslav Zabelin said that currently information technology had an important influence on the work of statistical systems. Russia needed to develop the application of information technology in regional statistics, process data by using information technology, which would reduce regional manual data entry, change statistical functions, and bring quantitative and qualitative changes to the work of regional statisticians. All these needed the preparation of new procedures and information technology, and he hoped related topics could be discussed during this visit, and the Russian side could learn from Chinese counterparts.
During the visit of the delegation to Beijing, Mr. Zheng Jingping, Chief Engineer of the NBS, held a talk with the delegation. The Department of Policies and Legislation, Department of Statistical Design and Management, Department of Comprehensive Statistics, Data Management Center, Statistical Education and Training Centre of the NBS would introduce the organizational structure of statistical system of Chinese government, main national laws on data collection and compilation, control system of reference information, function and structure of the statistical information system of China, information security and electronic signature system of the collection process of statistical reports, data release, statistical education and training in China, to the delegation. The Russian delegation would introduce statistics law, achievements assessment of local government, and application of information technology in Russia to the Chinese side as well.
Messrs. Du Weiqun, Director-General of Department of International Cooperation, Xia Rongpo, Acting Director-General of Statistical Education and Training Centre, and Ms. An Yuhuan, Deputy Director-General of Statistical Education and Training Centre of the NBS attended the meeting.
