The Second National Census of Basic Units
Objective of the census: to know the base number of different kinds of units in China, know the organization, economic composition, scale structure, deployment of production factors and vocational distribution of basic units in china, and to establish directory systems of basic units that cover all departments in the country, which connect with each other, supplement each other, share information and are updated dynamically, and which shall offer basic information for standardizing market order, strengthen social supervision and management, adjusting economic structure, optimizing industrial policy, and normalizing urban and rural construction, and lay a foundation for other census and sample surveys.
Census organs: a census leading group is established at the state level, including members from the State Statistics Bureau, Office of the Central Establishment Committee, Ministry of Civil Affairs, State Administration of Taxation, State Administration for Industry and Commerce and State Administration of Quality Control, Inspection and Quarantine, which shall take charge of the organization and coordination of main census works. An office is set within the leading group, which is in the State Statistics Bureau and is in charge of formulation and implementation of the census plan. Local people's governments at different levels shall establish corresponding census organs, which shall in charge of census works of their regions under the leadership of upper census organs and local people's governments.
Time of census: the standard time of census is December 31st, 2001,and the survey period is the whole year of 2001.
Census scope, impersonal entities and industry activity units affiliated with within RPC. The self-employed businesses could be covered as demanded by local governments and with resource guarantee. Hong Kong, Macao and Taiwan Province are not contained in the scope of this survey.
Census content：Census forms are divided into grass-root forms and grouping forms. Grass-root forms include forms titled "Background of Impersonal Entities" and "Background of Industrial Activity units"; and the grouping forms consist of five forms, namely "Amount of Impersonal Entities and Industrial Activity Units", " Amount of Impersonal Entities Grouped by Unit Class", "Amount of Industrial Activity Units by Unit Class", "Background of Impersonal Entities", and " Backgrounds of Industrial Activity units". Content in the forms includes basic identification of units, such as unit code, title, legal representative, unit location, and contact number；main attributes of units, such as vocation category, registration type, and membership; basis status of units, such as the time of going into operation and operation state; master data of units, such as amount of employees, paid-up capital of enterprises, fixed assets for production operation and operating income, and so on.
Way of census: in principle, the way of "giving priority to strips and combining strips with blocks" shall be adopted, and direct publication and administrative registration of related departments shall be combined. Some qualified regions could adopt the way of dividing census zones and survey one by one.
The organization and execution of the census: the National Basic Unit Census Office is in charge of formulating the census executive plan, and offer unified arrangement and unified training to census offices of each province, autonomous region, and municipality. Census organs of each province, autonomous region, and municipality shall formulate concrete executive plans by following the unified demand of the state and by combining the practical situation of themselves, and arrange and develop trainings in a unified way.
Administrative registration data of basic units required by census shall be provided to the census organ of the same level by civil affairs department, taxation department, industrial and commercial department, quality inspection department and other related administrative competent departments in accordance with the purviews granted by related laws and regulations.
