Executive Plan of the Third National Industrial Census (NIC)

  In accordance with the decision that industrial census shall be conducted in years with number five in the "Notice on the Request for Establishment of National Census System and Reform of Statistical Inquiry System by the State Statistical Bureau, and Approved and Transmitted by the State Council" (1994, File No. 42), the third NIC shall be conducted in 1995, and the State Council has issued "Notice on the Third NIC" on January 1st, 1995 (1995), File No.2).

  This industrial census is a survey of the national situation and national power, which is of great importance for adjusting structure, improving economic performance, keeping sustained, fast and healthy development of industrial economy, and quickening the social market economy construction of our country.

  I. Objective of the third NIC

  Through the census, to ascertain the scale and actuality of national situation and national power indices, ascertain the industrial pattern of ownership, vocational structure, product structure, and technical economy structure statusand to offer decision-making references for the implementation of long and medium- term industrial development project, adjustment of structure, and improvement of performance. Specificallyfive objectives should be achieved.

  (1)Ascertain the base number of industrial assets. Mainly ascertain the assets of state -owned enterprises, township and village enterprises and three types of foreign-funded enterprises and their composition, and offer conference for deepening reforms of enterprises.

  (2) Ascertain the output of principal industrial products, productive capacity distribution and utilization, resource allocation, capacity of market and balance of supply and demand, and offer reference for the structural adjustment of stocks.

  (3)Ascertain the quantity of main production equipment, and the technical condition of processing equipment, and offer references for the state to decide the main direction of capital construction investment, technology introduction, and technological transformation.

  (4)Ascertain the  production costs, prices and earning performance of principal industrial products, and offer references for establishment of fair price policy and perfect price administration system.

  (5)Strengthen business management through the census and create conditions for establishing  modern enterprise system, exercising scientific management, making for the market, reforming the industry statistics census system, pushing forward sampling survey method and promoting statistical data quality.

  II. Organizing and leading organs of the census

  The joint coordination conference system for the third industrial census is established in the State Council, which is responsible for solving main issues related to industrial census. Vice Premier Zou Jiahua shall be the convenor of the conference, and more than 40 comrades from the State Economic and Trade Commission, the State Planning Commission, the Ministry of Finance, the Ministry of Supervision, the State Statistical Bureau, Propaganda Department of the CPC Central Committee, the Ministry of Radio, Film and Television, the State Scientific and Technical Commission, the State Administration for Industry and Commerce, State Administration of Taxation, State Technology Supervision Administration, and main department (bureau, head office and headquarters) are members of the conference. The organization and implementation of the census shall be assumed by the State Statistical Bureau, which will organize the third NIC office together with the National Planning Commission and the State Economic and Trade commission, which shall carry out issues agreed on the joint conference, verify industrial census plans and organize the implementations. In accordance with the spirit of the notice of the State Council, all regions should establish powerful organizational organs, which shall lead, organize and coordinate the industrial census works of local regions. Industry competent departments at all levels should establish powerful census organizational organs, which shall in charge of the industrial census works within their systems, and in charge of arranging, verifying, collecting, reporting , summarizing and analyzing industrial census forms.

  Industrial census organs at all levels are in the core of industrial census works, which have direct impact on the census works and of great importance. Industrial census organs at all levels should do their works well in accordance with the "Working Instructions for Industrial Census Organs at All Levels."

  III. Primary coverage of the census and industrial enterprise census forms

  The third NIC covers 16 aspects:

  (1)background of industrial enterprises

  (2)financial status

  (3)labor status

  (4)the total value of industrial product production, distribution, and storage

  (5)production, distribution, and storage of principal industrial products

  (6)production status of attached industrial units

  (7)raw and processed materials, energy consumption and stock of industrial enterprises

  (8)energy processing and  transformation

  (9)scientific and technical activities of industrial enterprises

  (10)major industrial technical and economic indices

  (11) productivity of principal industrial products

  (12)major industry production units and their service state (installed equipment)

  (12) technical status of major industry production units (installed equipment)

  (14)quality of principal industrial products

  (15)incomings and outgoing of principal industrial products distribution

  (16)basic operation status of jointly-funded part of industrial enterprises

  The "National Industrial Enterprise Census Form" breaks into three types, A, B and C, class A is for large and medium sized industrial enterprises, class B is for small enterprises of townships or above, and attached industrial units, and class C is for village-run industry enterprises, private enterprises, joint adventures, distributive industry and product units; at the same time, "Census Form for the Jointly-funded Part of Industrial Enterprises" is available for three types of foreign funded enterprises.

  IV. Census scope and methods

  The objects of this industrial census are all industrial enterprises and attached industrial units within China's territory (Taiwan is excluded). Census forms shall be directly delivered to independent accounting industrial enterprises of townships and above, attached industrial units, and village-run enterprises, private industry, cooperatively managed industry, distributive industry and production units that have a yearly sales column of more than RMB one million. While for those whose yearly sales income is less than one million, no census forms shall be given, and the census shall be done with simple cards or a summary list, the type of forms should be reported in a uniform way as required by the county-level (city) industrial census organs, and see the "Simple and Synthetic Plan for The Third NIC" for the concrete types of forms.

  V. Organization and implementation of industrial census

  (1)organization and labor division of census works

  The third NIC shall adopt the principle of combination of bars and blocks, cooperation based on division of labor, giving priority to blocks and information sharing. The investigations should be done under the unified leadership and organization of all levels of census leading groups (coordination joint conferences) and census offices.

      Local census organs at all levels should arrange, train, collect, verify, gather and report the census report forms of all industrial enterprises under their jurisdiction.

  The census organ of each department is mainly in charge of:

  1Assist industrial census offices at all levels to establish census schemesand work out different categories, classification standards and technology capacity gradation measures;

  2. Under the unified leadership of industrial census offices at all levels, participate in trainings of census personnel and verification of census materials;

  3. Responsible for the verification and collection of census forms that are featured in specialties and technologies, including main industrial technical and economic indices, main industry production equipment technological state, and main industry product quality, and feedback the summarized data and basic data to the census offices of each province, autonomous region, municipality directly under the Central Government and the national census office. 

  4 .  According to the unified request for census forms by the third NIC office, be responsible for arranging, training, gathering, verifying and summarizing census materials of enterprises subjected to current system.

  (2) Implementation of census forms

  The third NIC adopts unified conceptual design, unified census forms, unified indices catalogue, unified classification standard, and unified data processing standard, which shall be made and issued by the Third NIC office and industrial census offices at all levels shall organize the trainings in a unified way. The census data shall be verified and reported up level by level, the census period of the third NTC is 1995, except that it is 1994 and 1995 for the financial status forms. The third NIC data adopts super summarization completely, industrial census offices of each province, autonomous region and municipality will take the responsibility to report the simple integrated data of industrial census of local region to the NIC office as required to timely meet the demand of party and governmental leaders and to timely publish data in urgent demand; At the same timeas reference of base data quality verification, every region should strictly verify and report the base data within scope of survey in time , for the main integrated and grouped data is established on base data. Competent industrial departments at the province or country-level should report the summarized data and base data of the major industry technical and economic indices, technical status of the main industry production equipment and quality of principal industrial products to the industrial census organs of the same level. The data format follows the unified format regulated.

  (3) Business survey, unit investigation and enterprise rectification

  Business survey, unit investigation and enterprise rectification are preparatory works before formal completion of census forms. Strictly conducting business survey and unit investigation is the key to normalize execution scope of census forms, ascertain the overall survey object, ensure no repeated or omitted census data, ensure smooth implementation of the census, and realize computer processing and management of census data, and is the foundation to gain data of village-run enterprises, private industry, cooperative management industry, distributive industry and production units whose yearly operating income is less than one million. All regions and departments should draw concrete implementation plans according to the "Execution Methods of Industrial Census Units Investigation", and industrial census organs of competent departments at all levels should closely cooperate with local industrial census offices.   

  Industrial census is not only a complete survey of the industrial production and operation, a detail survey of the factory situation and factory power, but also a best chance to strengthen basic work of business management and realize scientific management. All industrial enterprises must think highly of this census, and promote the business management by this chance. Necessary census organs should be formed within enterprises, which shall rectify the fundamentals of enterprise management according to the "Ways to Rectify and Strengthen Management Fundamentals of Industrial Enterprises". Primary records and machine accounts should be enriched and perfected. The production capacity and production equipment should be assessed strictly, data files should be established and improved, and all preparation works should be done. To guarantee the census quality, state-owned enterprises, collective enterprises, foreign-funded enterprises, township businesses, private enterprises, individual enterprises and enterprises of other pattern of ownership must fill in the census forms according to the facts by following unified regulations and requirements of the census. Any violations of the Statistics Law of PRC in or after the census course shall be dealt with strictly.

  (4)control data quality strictly

  Industrial census data quality is the key to the ups and downs of the census. Census organs and personnel at all levels should follow the "Instructions for collecting, sorting, filling and verifying industrial enterprise census data" and "Working instructions for industrial census data quality control", and conduct strict quality control at each link of the census. The collected census data should be checked and evaluated in a scientific way, and correct mistakes to ensure the credibility of the data.

  (5)industrial census personnel at all levels should be fully devoted to their work according to the "Working instructions of industrial census personnel", be strict in each link, and contribute to the high quality and successful census.

  VI. Census data processing

  The census data processing should be emphasized, and the data quality should be ensured to guarantee the time efficiency and accuracy of the census data.

  The data processing of the third NIC is done under the unified organization and guidance of the NIC office and local census offices at all levels. Due to the large amount of works and difficulty of data processing, census organs at all levels should organize data processing groups composed of personnel of computation centers (stations) and related departments (sections), who shall organize and coordinate data processing concretely. The state shall be responsible for offering unified applications for data input, verification, edit and summarization of state, province and region-level census organs, be responsible for service and technical guidance of data processing of each region, and be responsible for organizing computer service training of related persons.

  The data processing quantity in the third NIC is huge, and data processing relations are complicated, which is the most difficult job in the census, thus all levels should select right-hand backbones, and provide adequate personnel and equipment, to ensure the smooth going of data processing. For details of the organization and implementation of data processing, refer to the "Third NIC data processing work plan".

  VII. Analysis and application of census data

  In the light of the tenet and objective of this census, all regions and departments must think highly of and strengthen the analysis and application of census data, make full use of the rich information resource brought by the census, and to study the existing problems of certain region or certain departments. Based on the principle of serving the macroeconomic management and micro production operation together, to develop and utilize the census data well to service the macroeconomic management of party and governmental leaders at all levels and production-oriented management of enterprises, and to quicken the establishment of social market economy in China.

  15 aspects shall be mainly studied in macroeconomic region by making use of the census data:

  (1) industrial economy strengthresearches on scale change of total industrial economy quantity indicesdevelopment of industrial economy strength and industrialization stages.

  (2) industrial economy structureincluding pattern of ownership, production scale structure, product structure, technical economy structure, organization, labor force structure, and regional layout; <0)

  (3) industrial economy benefiteconomic performance differences of enterprises of different ownerships, vocations, scales, and regions.

  (4) industrial capacityincluding production and sales of principal industrial products, capacity utilization and equipment utilization status

  (5)  industrial technology advancementequipment status and product quality of enterprises of different ownerships, technical economy and performance status of enterprises that launch production at different ages. R&D of high-tech industries and products and productions;

  (6) industrial product price composition of product value, cost factor analysis, and comparison of prices and values;

  (7)  industrial scale economyincluding analyses on scale economy performance from such aspects as amount of employees, total assets, added value, total profits and taxes;

  (8) industry financial status composition of enterprise investment subjects, investment activities and performance. Main assets and liabilities structure, and formation and distribution of enterprise profitability, operating capacity, borrowing power and investment income;

  (9) industry income and distribution: realization and distribution of value added and profits, and the variance in the income relations among the state, collective and individuals;

  (10) status of three kinds of foreign -funded enterprises:  Proportions of Chinese and foreign side in main production factors, investment structure and equipment status, the profiting capacity, borrowing capability and operating capability of enterprises, product distribution and market competition, invest returns and performance;

  (11)industry deficit; Deficit degree, deficit vocations and product distribution. The deficit of enterprises of different ownerships and scales;

  (12) business market competitionenterprises of different types and scales, market shares of production and distribution, product quality, and competitiveness of price cost;

  (13) industry work efficiencythe composition and quality of workers, labor rewards to employees, and its composition and distribution. The margin personnel and personnel who leave office for rest and retirement of enterprises, and overall labor productivity(including value quantity and physical quantity);

  (14) regional industrial economy strength evaluationregional industry layout, differences in developed, sub-developed and underdeveloped regions, and operations, market shares, capacity utilization and economic benefit levels of enterprises in different regions;

  (15) enterprise energy appraisal: select a group of quota system to evaluate the enterprise energy comprehensively in order to reflect the viability and competitiveness of enterprises in the market economy. Especially the energy for state-owned large and medium-sized enterprises should be analyzed and studied in detail.

  Research institutions and researchers both here and abroad are welcome to take part in above research projects, all regions should be zealous for the project researches funded by Social Science Funds, and vocational and business researchers are welcome to join the research and support the research.

  VIII. Propaganda and mobilization of industrial census

  The third industrial census is not only a survey of the national situation and national power, but also a survey of regional economic strength and industrial strength, which is of great importance to the macroeconomic management of all levels of governments and micro production operation of enterprises. It is a huge system engineering in view its assignment and difficulty. Thus the propaganda and mobilization should be done well to draw attentions of leaders at all levels and all divisions and different enterprises, and broadcast, TV, journalism should be applied for the propaganda. Social force should be widely mobilized to make preparations for the census and to ensure the smooth going of the census.

  IX. Schedule of industrial census

  The preparation of the third NIC started from November 1994, and the progress of work could be divided into four stages:

   (1)from November 1994 to December 1995, the preparation period<0)

  Before the end of April 1995, major industry departments of the State Council and local governments and branches at all levels should establish census organizations, which should be full in organization, personnel and office conditions. The third NIC office is in charge of the design of the census plan, and modify, perfect and enrich the plan through soliciting opinions widely from departments and local industries, and at the same time, it should complete the computer program for basic data processing at experimental units.

   From May 1995, the filling of basic census forms and base data processing experimental units shall begin, in June, the census plan shall be finally approved, which shall be issued in July, and trainings of the census plan shall be conducted level by level in August and September. From October to December is the final preparation period before filling in forms, including to make clear the business survey units, rectify primary record and machine account, audit the quantity of major industry production units and their working status, productivity and so on. The industrial census offices of each county shall inspect the rectification of enterprises together with other departments concerned, and township and village enterprises and foreign funded enterprises are the objects to be mainly inspected in order to be ready for the filling of census data. The NIC office and industrial census offices in each province, municipality and municipality directly under the central authority shall make spot tests of the preparations. At the same time experiments shall be made on the data processing programs at province-level, region-level and county -level in September. The applications shall be modified and improved in October and will be experimented if necessary. From November to December, trainings on computer programs shall be done level by level.

  (2) from January to May 1996 is the phase for filling in, verifying and reporting census data.

  All industrial enterprises must handle affairs by the statistics law, and personnel who are responsible for filling in data should work according to the facts, and ensure no mistakes through repetitive verification. Related leaders of enterprises should guarantee the quality and time efficiency of the census forms.

  Industrial census offices at all levels should verify, report, and accept census data group after group at different times according to the demand for time and quality.

  (3) from June 1999, it is the stage of summarization, analysis and achievement release of census data.

  Summarization of census data, quality evaluation, editing and printing of materials, analysis and application of census data and achievement release of the national census data.

  (4)summing up of the census

  Before the end of the census, industrial census organs at all levels should sum up the whole course of census, including organization, data processing, timely report of materials, data quality, and analysis and application of data. For adding to the achievement, encouraging the advanced, and accumulating experiences for later census, the third industrial census office shall hold grand meetings for summing up experiences and honoring the advanced.
