1. Overall Introduction

As for National Bureau of Statistics of China, the year of 2004 is the most important and busiest year, for not only should various reformative missions be completed this year, but also a lot of preparation work for the First National Economic Census should be conducted. Therefore, the office of economic census has selected four regions representing different development levels to conduct pilot works for the economic census. On this basis, the office of economic census has modified the survey scheme and industrial standard classification in accordance with the trial plans, and has done key studies on how to set up regular statistical survey system on service trade through the Business Register maintained by the economic census. I will introduce the status quo and the target of the Business Register as follows.

2. Issues and problems resolved during the past year

a.    Built cooperative relation with the World Bank on the projects for service survey in China.

b.    Compiled the training book on the first national economic census.

c.    Conducting works of units¡¯ inspection before the economic census and distributing the survey forms based on the Business Register.

d.    Translated a book on American Economic Census.

e.     Finished national sample survey on the status of practitioner qualities in accordance with the Business Register of basic units.

f.     Published the Directory of Real Estate Enterprises in China.

g.    Made and issued books and video materials resulted from the cooperation with French on the field of Business Register.

3. Issues and problems unresolved during the past year

a.    The application and the developing ability of the existing Business Register should be improved.

b.    The dynamic maintenance of the Business Register has not yet been realized.

c.    There is great difference in the investment on the Business Register in different regions.

d.    The proper training courses are needed to train experts with high qualities for the Business Register in China.

4. Future plans

a.    Within the following two years, the first national economic census will be finished and the Business Register will be entirely updated.

b.    Providing service for the government and the public by taking advantage of the data of the first national economic census.

c.    To publish the communiqu¨¦ of major data of the first national economic census.

d.    To realize the unification and link of the Business Register Standard and establish the database network.
